Os impactos do Fundef na Rede Municipal de Ensino de Ponta Porã, MS (1998 A 2000)

Abstract

Este trabalho tem como objetivo descrever e analisar os impactos do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF) no Município de Ponta Porã/MS. Instituído pela Emenda Constitucional n°14/96 e regulamentado pela Lei Federal n°. 9424/96, como principal mecanismo de financiamento do Ensino Fundamental, o FUNDEF se constitui, basicamente, em uma nova sistemática de redistribuição dos recursos financeiros destinados à educação. A pesquisa sobre o período de 1998 a 2000 baseou-se em três tipos de levantamento definidos como de natureza bibliográfica, de natureza documental e de natureza empírica. Optou-se pela análise das dimensões educacional, política e econômico-financeira. O trabalho apresentou, no primeiro capítulo, uma reflexão sobre a política educacional brasileira dos anos 1990, além de uma descrição da implantação do FUNDEF. No segundo capítulo buscou-se caracterizar a implantação, implementação e os impactos do FUNDEF no município de Ponta Porã/MS, quanto a dimensão educacional, por meio dos indicadores: oferta e distribuição de matrículas no Ensino Fundamental e formação, carreira e remuneração do magistério e quanto a dimensão política tendo como indicador a atuação do Conselho de Acompanhamento e Controle Social do FUNDEF. No terceiro capítulo desenvolveu-se a análise da dimensão econômico-financeira com base nos indicadores receitas e despesas municipais. A pesquisa empírica e documental permitiu que se constatasse os seguintes impactos: alterações de ordem financeira, considerando que o município de Ponta Porã se classifica entre os municípios que "ganham" com o efeito redistributivo do FUNDEF; crescimento nas matrículas do Ensino Fundamental na Rede Pública, com destaque para a Rede Municipal; redução na oferta de matrículas na Educação Infantil; implantação de novo Plano de Cargos, Carreira e Remuneração do Magistério (PCCRM) ), que, por sua vez, estimulou a procura por formação em nível superior entre os docentes deixando, no entanto, de atingir o objetivo de valorização do magistério no que se refere a melhoria salarial; e, finalmente, o Conselho de Acompanhamento e Controle Social do FUNDEF (CACS) oportunizou a participação social no que se refere a fiscalização da aplicação dos recursos do Fundo.

This work has for its objective the description and analysis of the impacts of the Fundamental Education Maintenance and Development and for the Valorization of Teaching Fund [FUNDEF] in the Ponta Pora [MS] municipality. Instituted by the Constitutional Amendment #14/96 and regulated by the Federal Law #9424/96 as the principal instrument of the financing of Fundamental Education, the FUNDEF basically constitutes a new system for the redistribution of financial resources destined for education. Research on the years 1998 – 2000 was based on three types of data collection: bibliographical, documental and empirical. An option was made in favor of an analysis of the educational, political and economic-financial dimensions. Work presented in the first chapter is a reflection on the Brazilian educational policy in the 1990s along with a description of the implantation of the FUNDEF. In the second chapter, an attempt was made to characterize the implantation, implementation and impacts of the FUNDEF in the municipality of Ponta Pora [MS], regarding the educational dimension, through indicators: demand and supply of matriculations in Fundamental Education and the formation, career and remuneration of teachers, as well as the political dimension using the indicator of the action of the Council for the Follow-up and Social Control of the FUNDEF. In the third chapter, an analysis is made of the economic-financial dimension based on the municipality’s income and expenditure data. Empirical and documental research permitted evidencing the following impacts: alterations of a financial order, considering that the Ponta Pora municipality is classified under the list of those municipalities that “gained” with the effect of the FUNDEF’s redistribution, increase in the Fundamental Education matriculations in Public Schools especial the Municipality’s school network, reduction in the matriculations of Infant Education, implantation of a new Plan for Positions, Careers and Teacher’s Remuneration [PCCRM], that, in its turn, stimulated the demand for teacher training at the university level, without, notwithstanding, attaining the objective of valorizing teaching as far as the salaries go and, finally, the permission of social participation as far as the application of the FUNDEF’s funds are concerned through the Council for the Follow-up and Social Control.
