A POLÍTICA DE ASSISTÊNCIA ESTUDANTIL NA EDUCAÇÃO SUPERIOR: UM ESTUDO DE CASO NO INSTITUTO FEDERAL DE MATO GROSSO DO SUL – IFMS (2012-2016)

Abstract

The purpose is linked to Search Line 3 – History, Policies and Education of the Master Course of the Graduate Program in Education of the Federal University of Mato Grosso do Sul Foundation/PPGEdu/UFMS. The object of study of this research is the Student Assistance Policy and aims to analyze the actions of the Student Assistance Policy to configure the service to students enrolled in higher education at the Federal Institute of Mato Grosso do Sul – IFMS. It is a case study in the IFMS and has as a temporal 2012 to 2016, in view of the fact that the actions of student assistance in the care of students of higher education began in 2012. The research is based on the critical-dialect method, because this method helped us to understand the logic of the capitalist system and to analyze the Student Assistance Policy. We used as research methodology the documentary and bibliographic analysis, to present the analyzes of the institutional data and the legal provisions. The analyzes of the research had as reference the following authors: Castro (2009), Maciel (2011, 2015, 2016), Mancebo (2015), Frigotto (2011), Otranto (2010, 2015), Oliveira (1994), among others. The results of the analyzes indicated that the offer of higher education in Professional and Technological Education occurred from the year of 1969, however the creation of Federal Institutes of Education, Science and Technology, in 2008, brought a new conception of professional education, enabling IF’s, the offer of higher courses in the modalities tecnólogo, baccalaureate and licenciatura. When analyzing the Pnaes it has been identified that this document is the result of the struggles for better conditions of permanence in higher education, but Decree 7.234 / 2010 determined that the actions envisaged should include students from federal institutes. Therefore, the Pnaes emerged as a strategy to alleviate the social problems that interfere in the training of students, promote the inclusion and regulation of the actions of the student assistance policy in guaranteeing access, permanence and completion. The official student assistance document in force in IFMS does not include in its wording all areas of the program, currently the IFMS Student Assistance Policy is undergoing reformulations and this research contributed to rethink student assistance actions and the needs of students that make it difficult for them to stay in the institution. It was found that the aid of socio-economic criteria offered in IFMS, they contemplate students of higher education, however, we do support the expansion of the offer and the values of aid, considering that the current values are low and the socioeconomic profile of the students proves this necessity. Student assistance actions are focused on, given the limits of the resources made available, however they are necessary to promote the permanence of segments considered historically excluded. We conclude that the IFMS seeks, through a Student Assistance Policy, guaranteeing the right to education and follow-up with a view to reducing the difficulties of order social, economic, psychological and pedagogical.
