O vencimento salarial dos professores da Rede Estadual de Ensino de Mato Grosso Do Sul (2006-2013)

Abstract

Esta dissertação teve como objeto de estudo o vencimento inicial e final dos professores da rede pública estadual do Mato Grosso do Sul, no período de 2006 a 2013. A política de financiamento da educação vem impulsionando inúmeros debates na sociedade, visto que é um elemento que pode propiciar a valorização docente por meio de melhores condições de trabalho, plano de cargos e carreiras, redução da carga horária, piso salarial profissional e jornada única de trabalho. Na busca por criar um piso salarial mínimo nacional para que as diferenças entre as regiões brasileiras fossem reduzidas, em 2008 foi instituído o Piso Salarial Profissional Nacional (PSPN) para os profissionais do magistério público da educação básica. O PSPN foi instituído por meio da Lei nº. 11. 738/2008 e estabeleceu um piso nacional a ser pago aos profissionais do magistério, tendo reajustes anuais. O objetivo geral da pesquisa consistiu em analisar o vencimento inicial e final dos professores da rede pública estadual de Mato Grosso do Sul. Os objetivos específicos foram apresentar o contexto nacional e estadual do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF) e Fundo de Manutenção e Desenvolvimento da Educação Básica e Valorização dos Profissionais da Educação (FUNDEB) apontando as suas contribuições para o financiamento da educação; investigar as eventuais alterações no vencimento dos professores ocorridas antes e depois da política de fundos e da instituição do Piso Salarial Profissional Nacional (PSPN); analisar o emprego dos recursos com Manutenção e Desenvolvimento do Ensino (MDE); comparar a configuração da carreira do magistério público de MS aos vencimentos iniciais e finais e examinar em quais proporções se deram os aumentos ou quedas nos vencimentos dos professores habilitados nos três diferentes níveis – nível médio, superior com licenciatura e especialização. Os procedimentos metodológicos consistiram na revisão da literatura sobre o tema financiamento da educação; coleta das receitas destinadas, recebidas e aplicadas no ensino e no pagamento de professores durante o último ano do FUNDEF e vigência do FUNDEB e análise dos vencimentos iniciais e finais. A análise dos dados revelam enfrentamentos entre movimento sindical e Governo Estadual na integralização da Lei do Piso. Além disso, o estado teve que fazer alterações e adequações importantes nos planos de carreira de seus professores, por meio de Leis Complementares, com metas e calendários para integralização do PSPN, de modo a atender a legislação sobre valorização do magistério e a absorver o impacto financeiro das mesmas em suas despesas educacionais.

ABSTRACT - This thesis had as object of study the initial and ending wages of the teachers of public schools from Mato Grosso do Sul, from 2006 to 2013. The education funding policy has stimulated countless debates in society, since it is an element that can provide the teacher’s valorization through better working conditions, plan for jobs and careers, reduced workload, professional salary and single workday. In seeking to create a national minimum wage floor for the differences between the Brazilian regions were reduced, in 2008 was set up the National Professional Wage Floor (PSPN) for professionals in the public teaching of basic education. The PSPN was established by Law no. 11. 738/2008 and established a national floor to be paid to teaching professionals, with annual adjustments. The overall objective of the research was to analyze the initial and ending wages of the teachers of the public state from Mato Grosso do Sul. The specific objectives were to analyze the national and state context of the Fund for Primary Education Development and Advancement of Teachers ( FUNDEF) and the Fund for the Development of Basic education and Valuing of education Professionals (FUNDEB) pointing their contributions to the funding of education; investigate any changes in the salaries of teachers occurred before and after the funding policy and the institution of the National Professional Floor Wage (PSPN); analyze the management of resources Maintenance and Development of Education (MDE); analyze the MS of the public teaching career configuration with the initial and final salaries and examine what proportions given the increases or decreases in salaries of qualified teachers in three different levels - middle level, with higher degree and specialization. The methodological procedures consisted of a literature review on the topic of education funding; collection of revenue for, received and applied in education and pay teachers during the last year of FUNDEF and duration of Fundeb and analysis of initial and final maturity. The analysis of the data reveal clashes between trade union movement and the State Government in the payment of the floor Law. In addition, the state had to make major changes and adjustments in the career paths of their teachers, through Complementary Laws, with targets and timetables in order to meet the law on recovery of the Magisterium and to absorb the financial impact of the same in their educational expenses.
