Acesso e permanência na educação superior – estratégias e ações da divisão de acessibilidade e ações afirmativas/ DIAF na UFMS

Abstract

Esta Dissertação apresenta como objetivo analisar a Divisão de Acessibilidade e Ações Afirmativas (DIAF) enquanto uma estratégia para garantir o acesso e permanência de estudantes de graduação à Educação Superior na UFMS. Vincula-se à Linha de Pesquisa História, Políticas e Educação do Programa de Pós-Graduação/ Mestrado em Educação da Universidade Federal de Mato Grosso do Sul e ao Grupo de Estudos e Pesquisas Políticas de Educação Superior/Mariluce Bittar (GEPPES/MB). Esta investigação faz parte da Pesquisa “Política de Educação Superior no Brasil Pós-LDB/1996: Impactos na Região Centro-Oeste”, financiada pela FUNDECT”, coordenada pela minha orientadora Profa. Dra. Carina Elisabeth Maciel; e relacionada também à pesquisa “Política de Expansão da Educação Superior no Brasil” (OBEDUC-CAPES-INEP), sob a Coordenação Nacional da Professora Doutora Deise Mancebo (UERJ). Tem como objetivos específicos: i) Identificar os Programas de Acesso e Permanência relacionando os mesmos com a Política de Inclusão; ii) apresentar a relação entre o Programa Incluir e a DIAF; iii) relacionar e analisar documentos que regulamentam a DIAF, identificando as principais ações desenvolvidas nessa Divisão; iv) realizar levantamento sobre acadêmicos e cursos atendidos pela DIAF, relacionando os dados obtidos com suas ações e as Políticas de Inclusão na Educação Superior. Como procedimento metodológico, utilizamos levantamento de produções relevantes ao tema, análises de material bibliográfico e documental que permitam o entendimento do objeto de estudo. Assim esta pesquisa se caracteriza como bibliográfica e documental, com perspectiva hermenêutica dentro dos procedimentos metodológicos reflexivos. Os resultados demonstram que a disponibilização de recursos para as instituições públicas por meio dos editais do Programa INCLUIR, contribuíram para a implantação dos núcleos de acessibilidade nas Universidades. No entanto, para receber o financiamento do Programa, as instituições deveriam sempre relacionar suas necessidades em objetivos que se adequassem às propostas definidas nos editais. Os recursos disponibilizados pelo Programa INCLUIR promoveram o interesse das instituições públicas para a efetivação das ações relacionadas ao acesso e a permanência desses alunos na educação superior. Concluímos que a DIAF é um instrumento que colabora com a UFMS para efetivar o atendimento das pessoas com deficiência, buscando atender as exigências estabelecidas na legislação nacional. Os alunos da Universidade Federal de Mato Grosso do Sul são atendidos no Laboratório, que consiste em um espaço institucional que agrega projetos de ensino, pesquisa e extensão. A atuação da DIAF significa um avanço para a UFMS no sentido de executar o atendimento às pessoas com deficiência nesse nível de ensino.

ABSTRACT - This dissertation has the goal to analyse the Division of the Accessibility and Assertive Actions, as an strategy to ensure the access and stay of students of graduation in college at UFMS. In the research line there are History, Policies and Education of the Program of Postgraduate/ Master´s degree on Education of the Federal University of Mato Grosso do Sul and of the Group of Study and Public Researches of College Education/Mariluce Bittar (GEPPES/MB). This research is a part of the research “Policy of College Education in Brazil after LDB/1996: Impacts on the Midwest Region” funded by FUNDECT, coordinated by my guiding Professor Dra. Carina Elisabeth Maciel; and related as well to the research “Policy of expansion of College Education in Brazil” (OBEDUC-CAPES-INEP), under the National Coordination of the Professor Dra. Deise Mancebo – UERJ. Has as specific goals: i) identify the Programs of Access and Stay relating the same with the Policy of Inclusion; ii) present the relation between the Include Program and the DIAF; iii) relate and analyse documents that regulate the DIAF, identifying the most import actions developed in this Division; iv) make a search of the academics and courses attended by DIAF, relating the obtained data with its actions and the Inclusion Policies in the College Education. As a methodological procedure, were used a search of relevant productions to the theme, analyses of bibliographic and documental material that allows the understanding of the study´s object. Therefore this research is classified as bibliographic and documental, with a hermeneutic perspective inside the thinkable methodological procedures. The results show that giving resources to the public institutions by the Program INCLUIR, provided to the installation of the accessibility nucleus in the Universities. However, to receive the financing of the Program the institutions had to relate their needs with objects related with its proposals. The resources given by the Program Incluir made the institutions effect actions related to the access and stay of these students in the College Education. We conclude that DIAF is a tool that collaborates with UFMS to effect the attendance of the people with disability, aiming to attend the requirements in the national legislation. The students of the Federal University of Mato Grosso do Sul are attended in the Laboratory, that is an institutional space with projects of education, search and extension. The acting of DIAF shows an advance to UFMS, in the execution of the attendance of people with disability in this educational level.
