A avaliação institucional como política pública no campo da educação e o curso de direito do CEULJI - ULBRA – Ji-Paraná/RO (1995- 2004)

Abstract

Este trabalho está inserido na linha de pesquisa “Estado e Políticas Públicas de Educação”, do Programa de Pós-Graduação em Educação da Universidade Federal de Mato Grosso do Sul. O objeto deste estudo é a avaliação institucional do Curso de Direito do Centro Universitário Luterano, localizado na cidade de Ji-Paraná, estado de Rondônia, no período de 1995 a 2004. O objetivo geral da pesquisa foi apresentar o que era a avaliação institucional naquele momento histórico no Curso de Direito do CEULJI/ULBRA/Ji-Paraná, e qual o papel que ela desempenhou sobre aquele curso, bem como sua relação com as políticas educacionais desenvolvidas entre os anos 1995 a 2004. Para a realização deste trabalho, o caminho seguido foi o da pesquisa histórico-bibliográfica e documental, bem como de legislação. Também foram aplicados questionários a docentes da instituição, visando obter informações complementares sobre a temática. Concluindo, o trabalho demonstrou que a avaliação institucional era um dos meios que o governo federal utilizou entre a segunda metade dos anos 1990 e a primeira metade dos anos 2000 para normatizar as instituições de ensino superior. Por essa razão, o Curso de Direito do CEULJI que, no início desse período realizava uma avaliação não formal, pois, inclusive, não existia uma comissão específica para tratar desse assunto, adaptou-se à dinâmica avaliativa, chegando nos anos 2000 a cumprir todas as formalidades exigidas pelo processo avaliativo. Outros dados, contudo, demonstraram que cumprir as exigências formais exigidas pelo Estado não garantiu ao curso a implantação de todas as mudanças exigidas para seu melhor funcionamento, inclusive aquelas que foram sendo incorporadas, graças ao processo avaliativo, em seu projeto pedagógico.

ABSTRACT - This work is inserted in the line of research "State Policies and Public Education" Program of Graduate Studies in Education, Federal University of Mato Grosso do Sul The object of this study is the institutional evaluation of the Course of Law at the University Lutheran, located in the city of Ji-Paraná, state of Rondônia, in the period 1995 to 2004. The general objective of the present study was to assess what was in institutional history in the course of law CEULJI / ULBRA / Ji-Paraná, and what role it played on that course and its relationship with the educational policies developed between the years 1995 to 2004. For this work followed the path of research was the history-literature and documents, as well as legislation. Were also used questionnaires to teachers of the institution, to obtain additional information on the subject? In conclusion, the study showed that the evaluation was one of the institutional means that the federal government used between the second half of 1990 and first half of 2000 to standardize higher education institutions. For this reason, the course of law of the CEULJI, which at the beginning of the period had no formal assessment because even there a special committee to address this issue, adapted to the dynamic evaluation, arriving in 2000 to meet all the formalities required by the evaluation process. Other data, however, that demounts meet the formal requirements required by the State did not ensure the ongoing deployment of all the changes required for its better functioning, including those that were incorporated, through the evaluation process in its pedagogical project.
