A descentralização na política urbana de Campo Grande como possibilidade de desenvolvimento

Abstract

A cidade de Campo Grande, capital do Estado de Mato Grosso do Sul, desde 1987 passou a contar com a Unidade Municipal de Planejamento Urbano – PLANURB, com o intuito promover a participação da população no processo de desenvolvimento urbano da cidade. Foram adotadas, desde então medidas para aproximar o cidadão do processo de planejamento. O primeiro passo para a participação da sociedade se deu por meio da criação do Conselho Municipal de Desenvolvimento e Urbanização – CMDU e posteriormente com a implantação dos Conselhos Regionais, de caráter consultivo. Previstos no Plano Diretor da cidade, os Conselhos Regionais representam um canal mais direto entre o cidadão e o Poder Executivo, incluindo a população nas discussões sobre os problemas que afetam a cidade. O objetivo desta dissertação é analisar a efetiva participação e contribuição dos Conselhos Regionais no desenvolvimento urbano da cidade, bem como identificar até que ponto sua criação promoveu a democratização da política urbana. Sinalizando que esta forma de participação popular é capaz de promover o fortalecimento do Capital Social, isto é, promover laços de confiança e cooperação que, quando orientados para o bem estar comum, pode funcionar como importante ferramenta do desenvolvimento local.

The city of Campo Grande, capital of the State of South Mato Grosso, since 1987 has been able to count on the Municipal Unit for Urban Planning (PLANURB), with the intention of promoting the participation of the population in the process of urban development of the city. Since then, measures have been adopted to include the citizen in the planning process. The first step for the participation of society came about with the creation of the Municipal Council for Development and Urbanization (CMDU) and later on with the implantation of Regional Councils of a consultative character. Foreseen in the Guiding Plan of the City, the Regional Councils represent a more direct channel between the citizen and the Executive Power, including the population in discussing problems that affect the city. The aim of this dissertation is to analyze the effective participation and contribution of the Regional Councils in the urban development of the city, as well as identifying up to what point their creation promoted the democratization of urban politics. This all points out that this form of popular participation is capable of promoting the strengthening of Social Capital, that is, promoting links of confidence and cooperation which, when guided towards the welfare of all, can function as an important tool in local development.
