TRANSFORMAÇÕES NOS PROCESSOS LICITATÓRIOS: UMA ANÁLISE DA LEI 14.133/2021 NA ADMINISTRAÇÃO DE EMPRESAS

Abstract

Brazilian legislation on public procurement and contracts was significantly updated with the enactment of Law 14.133/2021, which replaces the old Public Procurement Law No. 8.666/1993, harmonizing public procurement and bidding procedures at federal, state, and municipal levels. The general objective of this research is to describe the impacts and adaptation needs that the New Public Procurement and Contracts Law (NLLC), Law 14.133/2021, brought to the company AP da Silva Distribuidora. The methodology used was a qualitative, descriptive, exploratory approach carried out through a case study carried out with the company in question, through an interview, guided by a semi-structured script. The interview was granted by the company's manager and an employee responsible for preparing and reviewing the bidding processes. The results showed that the bidding process maintains the same requirements in terms of deadlines and documentation, bringing as a change the transition from face-to-face bidding to exclusively electronic bidding, facilitating the company's participation in terms of agility and eliminating logistics costs, thus increasing competitiveness among suppliers. The contributions of this research include promoting an understanding of bidding practices, with an emphasis on the context of electronic bidding and bidding modalities and their implications for public management.
