INVISIBILIDADE E (SUB ) REPRESENTAÇÃO NEGRA NO PODER LEGISLATIVO

Abstract

The present study aims to analyze the intersection of gender and race in the Municipal Chamber of Naviraí, during the period from 2018 to 2025. The study focuses on the underrepresentation of women in positions of power, with particular emphasis on the limited presence of Black women in this institutional context. To understand the dimensions of racism and misogyny in Brazilian society and their implications for local political representation, a qualitative and documental approach was adopted, combining different research procedures. The main procedures employed were: literature review; documentary analysis of the Quota Legislation (Law No. 12,711, of August 29, 2012); collection of data on the number of women councilors elected in the municipality in the 2020 and 2024 elections; and a semi-structured interview with a Black councilwoman active in Naviraí. The results highlight the significant barriers faced by women, especially Black candidates, in accessing elective positions in the southern region of Conesul, in the state of Mato Grosso do Sul. It was found that, despite the existence of the Quota Law, the gender and race dimension still lacks institutional support and the effective implementation of affirmative actions to promote the construction of a more inclusive legislature.
