CRIAÇÃO DO CENTRO MULTIPROFISSIONAL DE APOIO AO DESENVOLVIMENTO INFANTO-JUVENIL (CMADIJ) EM CORUMBÁ, MS

Abstract

This study focuses on the organization of a public sector to serve Special Education (PEE) students called the Multiprofessional Support Center for Child and Adolescent Development (Centro Multiprofissional de Apoio ao desenvolvimento Infanto-juvenil -CMADIJ) in Corumbá, MS. The general objective was to understand and analyze the creation of this center and the specific objectives were: to identify whether there were enrollments of PEE students in regular classrooms, to understand the guiding documents of the municipality during this period (1990-2004), to document the creation of the Multiprofessional Support Center for Child and Adolescent Development (CMADIJ) and its functions in the social context of Corumbá. The time frame is from 1990 to 2004 and its choice is justified as follows: some studies record aspects of Special Education in the municipality from the 1970s to 1990 and after 2004, so a gap in information was identified about school services for Special Education students during the delimited period. This research is developed using a qualitative, documentary approach, prioritizing the description of the process of creating this service center. The study invested especially in the analysis of the minutes of the Municipal Education Council and the Municipal Health Council, as well as national and local documents. The survey of documents and specialized literature took place in the online public collections of Brazilian official agencies, in the online and physical collection of the Reference Center for Studies of Childhood and Adolescence – Ester Senna (CREIA/UFMS), in the collection of Professor Gilberta Jannuzzi, which is located at Unicamp, under the custody of the Brazilian Association of Researchers in Special Education (ABPEE), in the collection of the “Portal dos Pioneiros” and the library of the Institute of Education of the University of Lisbon (Portugal). It was observed, in the opinions, decrees and regulations, the concern with the inclusion of PEE students in regular education in the regular classroom. It was found that the CMADIJ was a center of great relevance for the context of Corumbá and was gradually emptied, until, in 2022, it ceased to exist. It is concluded that Special Education in the municipality of Corumbá has been restructured with each administration without concern for the maintenance or evaluation of existing services and that political changes interfere with the forms of services offered in pedagogical practice and inclusive work.
