Abstract: Study of public youth policies in Brazil and Mato Grosso do Sul, with emphasis on the legal, institutional and participatory frameworks that underpin the work of the Youth Councils. Analysis of the role of Municipal Councils as spaces for social participation, dialogue between government and civil society, social control and strengthening of local democracy. Approach to the processes of creation, structuring, reactivation and functioning of the councils, including social mobilization, drafting of bills, election of civil society, inauguration, internal regulations, organization of meetings and definition of agendas. Discussion on the use of data and indicators in qualifying the performance of the councils and in formulating agendas connected to the youth realities of the territories.
