Abstract: The objective of this article is to analyze the so-called "crime tribunals" of the Primeiro Comando da Capital (PCC), understanding them in light of the new criminal type "structured social domination," as introduced by Law No. 15.358/2026 ("Raul Jungmann Law," also known as the "Anti-Faction Law"). We assume the premise that the judgment and execution practices carried out in those "tribunals" are not isolated episodes or the result of personal motivations, but possess a modus operandi whose objective is to guarantee territorial control of certain regions of the city and the management of violence in areas dominated by the PCC. Thus, we argue that, to prove the existence of "structured social domination" related to the PCC's "crime tribunals," it is necessary to consider the interconnected evidence in a network, both in the main case and in evidence borrowed from other cases. We maintain that the evidence, when analyzed as a network, is capable of revealing a specific modus operandi aimed at maintaining control over certain territories. To this end, we analyzed approximately 20 cases from the state of Mato Grosso do Sul associated with the PCC's "crime tribunal," where the motivation for execution was the victim's belonging to rival factions. In this article, we have chosen one of these cases as a case study, highlighting evidence from other cases that reveals a modus operandi and certain patterns of judgment and execution. Methodologically, to analyze the network of evidence, we use Bruno Latour's theoretical-methodological framework. We justify this research based on two axes. The first is the academic and experimental attempt to test the extremely recent criminal type of "structured social domination" in light of a concrete case. The second is to analyze the PCC's actions through the "crime tribunals" in the state of Mato Grosso do Sul, a state that has proven central to the faction's expansionist strategy, given that it possesses two important borders for drug and arms trafficking. Valuing multidisciplinarity, this article engages with two areas: Anthropology and Law, more specifically, documentary ethnography, Criminal Law and Criminal Procedure.

Abstract: This investigation analyzes how Brazilian expansionary monetary policy, materialized in the inflationary phenomenon, undermines the realization of fundamental rights in the period following the Plano Real. The study departs from the hypothesis that institutional tolerance toward positive and continuous inflation structurally compromises the effectiveness of fundamental rights, particularly in their prestational dimension, disproportionately affecting vulnerable segments of the population. A deductive, descriptive, qualitative, bibliographic, and documentary methodology is adopted, drawing upon constitutional hermeneutics and the balancing of principles. The research examines the theory of fundamental rights and their inviolable core, the inflationary phenomenon from the perspective of the Austrian School of Economics, and the Brazilian normative framework of inflation targeting. It is demonstrated that phenomena such as the Cantillon Effect, regressivity, skimpflation, and shrinkflation operate silently upon purchasing power, materially hollowing out the social rights enshrined in Article 6, the minimum wage guarantee of Article 7(IV), and the fundamental objectives set forth in Article 3 of the Federal Constitution of 1988. The study concludes that expansionary monetary policy, although technically legitimate, produces effects that are materially incompatible with the prohibition of social regression and with human dignity, imposing upon the State a duty to subject the inflation targeting regime to permanent reassessment in light of fundamental rights.

Abstract: This article aims to analyze the role of student movements as instruments for the enforcement of fundamental rights and as spaces for confronting the crisis of democratic representation among youth in Brazil. In its specific objectives, the research seeks to answer whether student movements can be considered effective instruments for the realization of fundamental rights and for overcoming the crisis of youth democratic representation. To this end, the deductive method is used, with a qualitative approach, through bibliographical and documentary research, based on the 1988 Federal Constitution, the Youth Statute, legislation on student representation, and constitutional doctrine. It was found that contemporary democracy cannot be understood solely through voting or traditional political-electoral representation, since democratic legitimacy also depends on the existence of permanent channels for participation, public debate, civic education, and social oversight. In this context, youth, although often distanced from traditional political institutions, should not necessarily be understood as apathetic, but rather as a social group that frequently shifts its participation to collective, social, institutional, and digital spaces. It is concluded that student movements, by promoting collective organization, political participation, the defense of the right to education, civic education, and institutional engagement, constitute relevant spaces for the realization of the Constitution and the strengthening of participatory democracy.
