    <title>A Gestão por Competência nos Tribunais de Justiça Estaduais</title>

Abstract: This dissertation examines the stage of implementation of Competency-Based Management (CBM) in Brazilian State Courts of Justice, identifying the main difficulties and facilitating factors encountered, as well as the benefits perceived throughout this process. It is a mixed-method study with a descriptive approach, based on data collected through a semi-structured survey questionnaire administered to Human Resources managers of state courts of justice via the Google Forms platform. Data was collected between May and July 2025, with 32 respondents from 15 Courts located in different regions of the country. The data were organized and analyzed using measurement scales and content analysis. The findings indicate that the implementation of CBM in the State Courts of Justice is still at an initial or intermediate stage, with specific advances primarily concentrated in the mapping and training phases, while the evaluation and institutionalization dimensions show greater weaknesses. Among the main difficulties identified are aspects of organizational culture that affect change processes, the level of engagement of civil servants and managers, and limitations in human resources. Regarding the benefits identified, improvements were highlighted in employee qualification and training, enhanced organizational performance, and stronger strategic alignment between individual competencies and organizational needs. In courts that have not yet implemented the model, the main difficulties reported include lack of support from top management, frequent changes in leadership, limited availability of human resources, and institutional structural constraints. As a practical contribution, the study presents a pilot qualification course project to be delivered by the Judicial School at the Court of Justice of Mato Grosso do Sul, which may be replicated in other state courts of justice, with the aim of strengthening CBM and serving as a guide for public managers interested in consolidating competency-based management practices. Theoretically, the research broadens the debate on the applicability of CBM in the public sector, particularly within the context of the State Judiciary, contributing to the improvement of human resource management policies and to the advancement of public governance practices in Brazil.

    <summary type="text">Título: PERFIL DOS SERVIDORES PÚBLICOS DA UNIVERSIDADE FEDERAL DE MATO GROSSO DO SUL NA UTILIZAÇÃO DE CRÉDITO CONSIGNADO
Abstract: This research aimed to identify the profile of public servants at a higher education institution who use payroll-deducted loans and the determining factors for their acquisition, analyzing the impacts of indebtedness and proposing educational measures aimed at the responsible use of credit, through a technical report with data obtained from a questionnaire applied to active and retired employees of this institution. The literature review was conducted on the Scopus, Web of Science, and Google Scholar platforms, indicating that factors such as age range, remuneration, and level of education directly influence the rate of use of payroll-deducted loans. It was also observed that most employees of this higher education institution do not have adequate knowledge of personal finance, which contributes to the recurrent use of loans and consequent commitment of income. The document analysis showed that approximately 10% of the payroll amounts are allocated to three main payroll-deducted loan providers of the Federal University of Mato Grosso do Sul: Sicredi Cooperative, Banco do Brasil, and Caixa Econômica Federal. The results obtained through the applied questionnaire indicate that the majority of civil servants with the highest commitment of payroll deduction margin have a family income between R$ 4,500.01 and R$ 9,000.00, and the main motivation for obtaining payroll loans is to pay off previous debts. This study advances the discussion of the topic by highlighting the need for institutional financial education policies aimed at the federal public service, reinforcing the importance of the technical report as a tool to support awareness of personal and institutional financial management.&#xD;

    <summary type="text">Título: Ressocialização pelo Trabalho: a percepção de reeducandos sobre sua inserção laboral na Universidade Federal de Mato Grosso do Sul e o seu impacto na Instituição
Abstract: The Brazilian prison system, marked by overcrowding, penal selectivity, and structural precariousness, faces significant limitations in fulfilling the reintegration purpose established by the Penal Execution Law (Law No. 7,210/1984). In this context, prison labor emerges as a relevant instrument, although its effectiveness is constrained by the limited availability of work opportunities and institutional weaknesses. This dissertation examined the experience of the Federal University of Mato Grosso do Sul (UFMS) in hiring semi-open regime inmates, adopting as its empirical object the labor insertion program and, as its analytical object, the perceptions of these workers regarding the university environment. The study also investigated administrative effects of the model, focusing on efficiency, cost-effectiveness, and the institution’s capacity to meet internal demands. This quantitative and exploratory research applied a structured questionnaire to 23 incarcerated workers. Data were processed using the Statistical Package for the Social Sciences (SPSS 3.0), employing descriptive statistics, reliability analysis (Cronbach’s Alpha = 0.860), and Exploratory Factor Analysis. The results indicate that participants attribute to work values that transcend its economic dimension, emphasizing institutional recognition, skill development, and sentence reduction. Factor analysis confirmed three main dimensions: (1) perception of work in the university environment; (2) perspectives of social reintegration and professional futures; and (3) institutional conditions and work support. The findings indicate that the UFMS experience constitutes a management model that articulates principles of public administration and penal execution, demonstrating potential to support social reintegration while generating economic benefits. Although positive results were observed, the program faces limitations related to post-sentence continuity, highlighting the need for coordinated public policies capable of expanding its long-term effects.&#xD;
